Assuming you are referring to mat or working surfaces, the typcical surface ot ground resistance (or RTG) is less than 1x10⁹ ohms according to ANSI/ESD S20.20. S4.1 would add that the Resistance-to-groundable point have a lower end range from 1x10⁶ to 1x10⁹ ohms. This is extremely important for safety concerns and when designing around a CDM model.
