Answer
10 megohm for a table mat is sufficient (actually anything over 1 megohm and less than 1 gigohm) if each contact point is no less then 1 megohm, i.e., no metal to conductive contacts (touching) points. Refer to ANSI/ESD S20.20:

An electric Shock is kept to perception only (not surprise, Reflex action, etc as listed in DOD-HDBK-263, Section 7.3.1.3, Table VIII, (Ref.: MIL-STD-454), if the current value is less than 1 mA.
