Is it correct to say: If workers would always touch the Power Supply chassis first, the Power Supply and worker would be at the same electrical potential, and draining that voltage to earth ground would not be necessary to prevent ESD. This, of course, would require significant worker discipline that most companies cannot be confident in happening. To stay at the same potential, would it be necessary for the worker to maintain continual contact with the chassis or to be attached to the chassis via a coil cord?? - Anonymous, DII, CA

No and yes. No, touching just the chassis will only ground you at that moment, once released, you can quickly tribocharge up via clothing, floor or chair contact area, etc. so a continuous ground is absolutely necessary. So, yes, to stay at the same potential, you would need to wear a grounded wrist strap or strap to the chassis.
