There is an advisory from the ESDA that will help you test (measure or characterize) anti-static materials (materials that inhibit triboelectric generation). The document is ESD ADV11.2-1995, Triboelectric Charge Accumulation Testing, to provide guidance in understanding the triboelectric phenomenon.
