Is there a electro-static inducer avialable in the market?? I would like to induce some charge to a die, can i do so with the equipment stated above? And how can i measure the intensity of the charge? - teo boon kiat

You might be able to use an ESD Simulator in conjunction with a field meter.
I would also recommend referring to the ESD Associations standards for these models:
